I don't know if it changed, but near the end of last year, via a simple Google Search, you could download an ISO for Office 2021 legally and just use your key during installation. This may have been removed because the site hosting the file was NOT affiliated with Microsoft. (It was an unaltered copy though, so no virus, hacks, etc.)
Microsoft also allows users to download setup Wamedia of various Office versions in form of installation disc as well as offline ISO or IMG files. They provide the setup files of Office to help users manage and restore Office products in their computers in case they have lost the original setup disc.
